The Search

RecruitBlock is leading a search for a Head of Regulatory Affairs & Licensing on behalf of a rapidly scaling digital assets and payments infrastructure business.

The organisation is building regulated payment infrastructure that combines stablecoin settlement with traditional financial rails to support cross-border payments, treasury and financial services.

As the business expands into new jurisdictions, regulatory strategy has become a core commercial capability.

This appointment will own that capability.

The successful individual will lead licensing strategy, regulatory engagement and market entry across multiple jurisdictions while helping shape the firm’s long-term regulatory operating model.

 

The Appointment

This is not a traditional compliance position.

The role sits at the intersection of regulation, licensing, commercial strategy and product expansion.

Working closely with executive leadership, legal, compliance and product teams, the successful individual will help determine where and how the business expands, what regulatory permissions are required and how those permissions are obtained and maintained.

The organisation operates within the digital assets and payments infrastructure sector, providing regulated financial technology that enables businesses to move value internationally using modern payment rails.

The business serves institutional and commercial clients operating across digital assets, fintech and global payments.

As international expansion accelerates, regulatory capability is becoming increasingly central to commercial execution and long-term growth.

 

The Role

The successful person will lead the firm’s global regulatory and licensing strategy.

Responsibilities are likely to include:

·  Developing the firm’s global licensing roadmap across priority jurisdictions.

·  Leading licence applications, renewals and regulatory change programmes.

·  Building productive relationships with regulators and supervisory authorities.

·  Working with internal legal and compliance teams to interpret new regulatory frameworks.

·  Advising senior leadership on regulatory strategy for market expansion.

·  Supporting the launch of new regulated products and services.

·  Coordinating external legal advisers and specialist regulatory consultants.

·  Maintaining regulatory governance frameworks across multiple jurisdictions.

·  Monitoring global developments affecting stablecoins, digital assets, payments and financial infrastructure.

·  Supporting strategic partnerships with banking partners, payment providers and regulated financial institutions.

·  Acting as a trusted adviser to executive leadership on regulatory risk and commercial opportunity.

 

Leadership, Influence and Delivery

This role requires significant cross-functional influence.

The successful individual will work closely with leadership, legal, compliance, product, operations and commercial teams to ensure regulatory considerations are embedded into strategic decision-making.

Success will depend on balancing regulatory integrity with commercial execution, enabling growth without creating unnecessary operational complexity.

 

The Required Profile

The successful person is likely to bring:

·  Significant experience within regulatory affairs, licensing or compliance leadership.

·  Experience supporting regulated digital assets, stablecoin, payments, fintech or financial services businesses.

·  Practical experience obtaining, maintaining or expanding financial licences across multiple jurisdictions.

·  Strong understanding of global regulatory frameworks affecting digital assets and payments.

·  Experience engaging directly with financial regulators.

·  Commercial judgement and the ability to balance regulatory obligations with business objectives.

·  Experience managing external legal counsel and specialist regulatory advisers.

·  Excellent written and verbal communication skills.

·  Confidence operating within founder-led, high-growth environments.

·  The ability to work independently while influencing senior stakeholders across multiple functions.

 

Desirable Experience

Experience in one or more of the following would be advantageous:

·  MiCA and CASP authorisations.

·  FCA registration or authorisation processes.

·  EMI, PI or Money Transmitter licensing.

·  Stablecoin issuance or payments infrastructure.

·  Cross-border payments.

·  Banking partnerships.

·  ·  MAS, VARA, ADGM or DIFC regulatory frameworks.

·  Blockchain analytics and digital asset compliance technology.

 

Compensation and Working Model

A competitive salary, performance bonus and equity participation are available.

The position operates on a remote working model.
